Dubai SME, Dubai Land Department Partner to Boost Integration of Emirati-owned SMEs in Dubai’s Real Estate Sector
The agreement will give Emirati-owned SMEs access to real estate-related activities, training, and partnerships across key industries, supporting broader economic and sector growth goals.

The Mohammed Bin Rashid Establishment for Small and Medium Enterprises Development (Dubai SME) and the Dubai Land Department (DLD) have signed an agreement to strengthen coordination and support the integration of Emirati-owned SMEs in the city’s real estate sector.
Under the Memorandum of Understanding, DLD will facilitate access for Dubai SME members to activities related to owners’ associations and real estate operations.
Real estate companies will also collaborate with SMEs across industries such as design, contracting, consultancy, and property management, allowing Emirati enterprises to contribute to major development projects.
“By strengthening collaboration between government entities and creating direct pathways for engagement between Emirati entrepreneurs and developers, we are bolstering confidence in sustained government support for SMEs and positioning Dubai as a leading global hub for entrepreneurship and innovation,” said Ahmad Al Room Almheiri, Acting CEO of Dubai SME.
The agreement also focuses on regulatory awareness, with DLD guiding SMEs on real estate laws and operational requirements. It includes workshops, training programs, and matchmaking activities that connect SMEs with developers.
The partnership supports the Dubai Economic Agenda, D33, which aims to double Dubai’s economy by 2033 and position it as a global hub for businesses. Dubai SME also aims to facilitate the launch of 8,000 new businesses by 2033 and increase the number of supported enterprises to 27,000, up from 19,000 at the end of 2024.
It also aligns with the Dubai Real Estate Strategy 2033, which aims to increase homeownership, raise the sector’s GDP contribution, and enhance market transparency and competitiveness.
In 2025, Dubai’s real estate sector recorded more than 270,000 transactions, valued at over AED917 billion. In Q1 2026, around AED252 billion in transactions were recorded across more than 60,303 deals.
