“Builders of the Next Decade Deserve a Government That Moves at Their Speed” H.E. Ruba Al Hassan On Abu Dhabi’s AI-Ready Vision to Support Startup Growth

Abu Dhabi is advancing its vision of becoming an AI-ready nation by streamlining government services and creating a more supportive environment for startups and entrepreneurs.

Speaking at The Impact Event by Hub71, held at Manarat Al Saadiyat in Abu Dhabi from June 9-10, 2026, H.E. Ruba Al Hassan, Director General of Strategic Affairs and Future Foresight at the Department of Government Enablement – Abu Dhabi, outlined the emirate’s strategy for building an AI-driven economy.

She highlighted the government services platform TAMM as a key enabler of that vision, offering more than 1,100 services from 90 partners through a single digital system. According to Al Hassan, the platform’s AI assistant resolves 77% of requests instantly, supports more than 90 languages and has achieved a customer satisfaction rate of 92.5%.

“It’s the million of hours that we hand back to you every year. And here’s what I want everyone to know: we built this for you. A founder’s scarcest resource isn’t capital, it’s time. Every hour lost to bureaucracy, to renting, to trying to figure it out is an hour lost, not building something new, not hiring, not pitching to investors,” Al Hassan said during her keynote “Building an AI-Ready Nation.”

Al Hassan introduced TAMM’s “Business Space” feature, which allows users to manage key aspects of their business journey through one platform. The service helps users identify suitable premises, assess market competition, secure licenses, and access other business-related services through a streamlined process.

“Our job is to be on your side of the program, the one who cleared the path way before you arrived, the one who removed the friction, and the one who never asked for everything,” she said. “That’s what we’re building, an operating system that runs quietly in the background, so that what runs loudly in the foreground is your innovation.”

H.E. also pointed to the platform’s “AutoGov” AI feature, which automatically renews trade licenses and notifies users once the process is completed. Since its launch, the feature has saved businesses more than AED17 million, according to Al Hassan.

“Think of it as a public servant that when your trading license is about to expire, you don’t have to remember that. You don’t have to file any forms. You set AutoGov on it, it’ll renew it for you, and it’ll just tell you when it’s done,” she added.

Al Hassan said Abu Dhabi’s ambition is to become the world’s first AI-native government by reducing administrative burdens and enabling entrepreneurs to focus on innovation and growth.

“We’re on a course to become the world’s first AI government, not because it’s a cool headline, as it is, but because the builders of the next decade deserve a government that moves at their speed,” she said.

“So, as you walk through the space today, I want to leave you with one question: What could you build if nothing stood in your way? We, as an element, have spent years clearing the path, so you can find that out. Now it’s your turn,” Al Hassan urged the audience.

She later joined Mustafa Alrawi, Director of Strategic Communications at the Abu Dhabi Department of Economic Development, for a discussion on “The Operating System of Resilience.”

Hub71’s Impact Event 2026 is an annual event that convenes stakeholders across the startup, investment, and innovation ecosystem. This year’s edition is running from June 9-10 at Manarat Al Saadiyat in Abu Dhabi.
