DP World Signs 50-Year Deal for Two UAE Container Terminals Outside Strait of Hormuz

DP World, the Dubai-based global ports and logistics operator, has signed a 50-year concession agreement with the Fujairah Ports Authority to develop two new deep-water terminals on the UAE’s east coast, expanding the country’s trade infrastructure beyond the Strait of Hormuz amid ongoing regional developments.
The project includes the Al Rugaylat container and multipurpose terminal and the Dibba General Cargo terminal. Once operational, the development will increase DP World’s total container handling capacity in the UAE from 19.4 million to nearly 22 million twenty-foot equivalent units (TEUs), while also significantly expanding general cargo and roll-on/roll-off (Ro-Ro) capacity.
Al Rugaylat will be capable of handling up to 2.5 million TEUs annually, alongside 1.7 million tonnes of general cargo and 190,000 car equivalent units (CEUs). Dibba will add capacity for up to 3.6 million tonnes of general cargo each year.
Both terminals will be able to accommodate ultra-large container vessels and will be linked to Jebel Ali Port through DP World’s inland logistics network, extending end-to-end supply chain connectivity across the UAE.
Construction will be carried out in phases over 24 to 30 months. While DP World did not disclose the investment value, the expansion comes as the UAE accelerates efforts to diversify trade routes and reduce reliance on the Strait of Hormuz, which has faced severe disruptions amid ongoing regional shifts.
“The UAE has been at the heart of DP World’s story for more than four decades, and this investment reflects our confidence in its future as one of the world’s leading trade and logistics hubs,” said DP World Chairman Essa Kazim. Group CEO Yuvraj Narayan added that the new development will provide additional capacity to support the company’s long-term growth as Jebel Ali continues to operate at high utilization.
